Biography


Dr. Chandra J. Foote began her career at Niagara University in 1996. She progressed through the academic ranks to become a Tenured Professor in 2005. In 2025, she was appointed as the Associate Provost for Graduate and International Enrollment, where she facilitates communication between graduate staff and faculty to innovate program offerings, and coordinates international, corporate, and agency agreements.

Prior to this role, Dr. Foote served as the Dean of the College of Education for ten years (2015–2025), leading a bi-national college across 12 academic departments and over 20 programs. Her administrative experience also includes serving as Associate Dean (2012–2015) and Chair of the Teacher Education and Early Childhood departments. She is an educational psychologist specializing in learning, motivation, and assessment, and holds New York State Permanent Certification in Elementary Education.

Focus of Teaching


Dr. Foote has taught a wide range of undergraduate and graduate courses, with recent primary responsibilities including:

  • EDU 536: Human Learning, Development, and Motivation
  • EDU 530: Managing the Culturally Responsive Classroom
  • Other courses: Adolescent Development, Educational Research and Statistics, and Study Abroad programs in Italy and the Netherlands.

Current Research


Dr. Foote’s scholarship focuses on inclusive special education, teacher preparation, and constructivist strategies. Her work includes:

  • Books: Co-author of Constructivist Strategies: Meeting Standards and Engaging Adolescent Minds.
  • Recent Peer-Reviewed Articles: Her research has been published in the Journal of Technology and Teacher Education, International Journal of Special Education, and Language Assessment Quarterly.
  • Presentations: She frequently presents at national conferences such as AACTE and AILACTE, recently speaking on “Life During and After Program and University Closures” (2026).

Professional Involvement


Dr. Foote holds several prominent leadership positions in national and local organizations:

  • National: President of the Association of Independent Liberal Arts Colleges for Teacher Education (AILACTE) for 2025–2026 and Board Member of the American Association of Colleges for Teacher Education (AACTE).
  • State/Local: Board Member for USA Niagara Development Corp, and the Niagara Falls Library Board.
