Welcome to NU! The regulations herein are intended to promote order and safety in the use of vehicles on campus grounds. The campus speed limit is 20 m.p.h. Vehicles must be operated in accordance with all New York State vehicle and traffic laws. Parking and traffic laws and regulations are enforced by the Lewiston Police, NY State Police, NU Campus Safety, and other law enforcement agencies. The Campus Safety office is open 24 hours daily, and can be reached at ext. 8111 in Campus Safety Building located across from the Dwyer Ice Complex..
REGISTRATION AND FEES
- Parking permits are available 24 hours a day, 7 days a week at the Campus Safety office in the Campus Safety Building located across from the Dwyer Ice Complex.
- All vehicles parked on campus must register with Campus Safety and properly display a current, valid permit.
- Students attending classes and/or working on campus during the summer must re-register their vehicles.
- Parking arrangements for groups or events must be coordinated with Campus Safety 2 weeks before the event.
- Vehicles using disabled spots must be registered with Campus Safety and display a NYS license/placard or NU temporary disabled parking permit. Information on securing temporary accommodations can be obtained from Campus Safety.
- Replacement permits for lost, stolen or damaged permits may be obtained for a nominal fee.
- Students or employees who change license plates must inform Campus Safety immediately
PERMITS
- Complimentary day passes are available to visitors and vendors.
- Permits are issued in decal or hangtag form to employees and students.
- Temporary permits (3-week limit/Academic Year) are available for a fee.
- Permits are valid from the date of issue through the date of expiration.
- Decals must be affixed to the lower corner of the vehicle's windshield on the passenger’s side. Decals must obstruct the driver’s view.
- Hangtags must be hung on the mirror with the permit number facing forward.
- Employees who forget their hangtags must stop at Campus
- Safety to pick up a complimentary one-day pass.
- All personnel are limited to one hangtag, which is interchange-able between their registered vehicles. Hangtags are not to be transferred to vehicles operated by others, including employee spouses or children.
- Permits are the property of Niagara University. If a vehicle is sold, the permit must be returned to Campus Safety.
- Permit classifications are assigned according to information from the Records and Human Resources offices.
PARKING DESIGNATIONS
- Vehicles must be parked on campus according to the designated spots/rows for visitors, students, staff, faculty, administration or the disabled.
- Designations are made known by signs and/or the color of the lines that define the spaces.
- Enforcement of parking in designated areas is in effect throughout the year and summer sessions while classes are in session, according to the academic calendar, Monday through Friday from 7:00 AM to 5:00 PM, except where otherwise posted.
- A decal or hangtag entitles the holder to park within the available space in a designated area.
- Lack of space does not permit a driver to park improperly or illegally.
- Faculty members are not permitted to park in areas designated for administrators and vice-versa.
- When necessary, full-time faculty and administrators may use staff parking areas. Employees also may park in student areas.
- Part-time faculty are required to park in green or yellow spaces.
- Bailo Hall spaces are reserved 24/7 for Admissions guests only.
- Student permits and employee hangtags are not valid for purple lined spaces. Special permits are required for these areas.
- Students and employees are required to check their cars daily to ensure they are properly parked.
- No overnight parking is permitted on-campus during academic recesses without Campus Safety authorization.
- Individuals leaving vehicles unattended for more than 5 days without permissions are subject to removal at the owner's expense.
VIOLATIONS, SANCTIONS, FINES & PAYMENT
- Enforcement procedures are the same for all permit classifications.
- Parking is expressly forbidden on all sidewalks, roadways, driveways and areas designated as fire lanes.
- Except where indicated by sign or other device, vehicles must be parked between appropriately colored parallel lines.
- Arrangements for loading and unloading in restricted areas must be made in advance with Campus Safety.
- Vehicles not displaying a permit are subject to Department of Motor Vehicles computer checks, a computer check surcharge, applicable campus registration fees, and payment of all previous tickets.
- Moving violations and unauthorized parking subject students, employees and visitors to ticketing and fines, wheel locks, and/or towing to an off-campus site at the owner's expense.
- Repeat violators are subject to more stringent sanctions, including wheel locks and/or loss of parking privileges.
- Vehicles blocking driveways, service entrances, creating safety hazards or impeding the delivery of services may be towed off campus at the owner's expense.
- A vehicle owner and/or registrant is responsible for any violations and/or damage caused on campus grounds regardless of who was operating the vehicle.
- Unregistered vehicles may be required to park in the Penrose lot.
- Fines are to be paid at the Student Accounts office within 10 days of the violation; students may be billed.
- Failure to pay fines may result in additional sanctions, including, but not limited to, late fees, wheel locks, disciplinary actions, loss of campus parking privileges, and/or referral to campus disciplinary system
APPEALS
- Appeals of NU tickets must be submitted in writing to the Campus Safety Director within 3 business days of the date of the violation. Appeal forms are available 24 hours a day, 7 days a week in the Campus Safety office.
- No appeals will be considered for moving violations or parking in disabled or fire lane areas.
- Parking for a short period, lack of a convenient space, lack of an appropriately colored space, or lack of familiarity with these regulations, etc. do not constitute grounds for appeal.
SNOW POLICY

Each driver is responsible for following the winter parking/snow removal policy, available from Campus Safety.

Lack of familiarity or failure to comply with these regulations will result in towing or relocation of vehicles, as well as the appropriate tickets and fines.
Winter Regulations

November 15-March 15, there is no overnight parking (12:00-7:00 AM) in the Gallagher, Main or Penrose lots.

In the event snow falls after March 15, snow removal procedures go back into effect.
Blue Light Regulations

On days when snow must be plowed from the remaining areas (Butler, DePaul, Eagle Circle, Kiernan, Timon-O'Shea, Physical Plant, and University Drive), Campus Safety will post signs to remind people of the 5:30 p.m. deadline for removal of vehicles parked in those lots.

Flashing blue lights at Bisgrove, Eagle Circle and the Physical Plant indicate impending snow removal.

Vehicles are not to be reparked until after the blue lights are extinguished.

Residents away from campus must make arrangements with others to move their vehicle and should contact Campus Safety for authorization.

- VISITORS: PURPLE spaces only in the Perboyre lot, and YELLOW spaces in all other lots.
- DISABLED: WHITE WITH BLUE STENCIL; spaces near Bailo are reserved for disabled Admissions visitors.
